Default small rust spot on winter beater - do i just touch it up?

My winter beater is a 2002 (flame suit on) Ford Taurus (flame suit off). It as a very small rust spot on bottom inside of the drivers side door sill. I got some touch up paint today, but do I need to prime or sand this spot. I have NEVER had rust on a car before.

You will need to remove the rust. Your local paint store should have several rust protection products. The amount of prep really depends on the amount of rust. If the rust is contained in one minor spot, you can sand it out and fill it in if needed. If the rust has spread throughout the entire panel, it will have to be replaced. Once you sand the area down and clean it off really good, coat it with a rust protector and paint.
