u could sand it down if u wanted to. start with a medium grit, then a fine grit, followed by a very fine grit wet paper. wet sanding will help smooth it out as much as possible. then u could paint it flat black, or gloss black, or wutever u wanted. that would give u a smoother surface to apply decals to. i just mentioned the paint cuz it will look like **** after being sanded.

Are you getting one of these ATA airlid decals? The best thing to do is determine the size of the area the decal will cover. Then mask and sand only the footprint of the decal following the previous directions of coarse to fine papers. Once sanded, you can paint the entire lid and apply the decal. I've seen it done this way and the results are outstanding.
