Paint Wrinkle

Hey, I have recently bought a new formula, and on the front bumper the paint is all wrinkled up and kinda cracking a little bit, The previous owner must have bumped the front end pretty good (the bumper is cracked a bit on the underside of the license plate well). I'm wondering what would need to be done to fix this nasty wrinkle, how much it might cost, and is it gunna get alot worse if I dont get it fixed ?

Does it appear that just the paint is cracked or is it the plastic itself? If it's the plastic than the most likely fix will be having to replace it and have it repainted.
