All new Firebirds in general came with the cover, no matter the state. Some dealers may have removed them, but they came to the dealership with it.
I have been running my car in VA with the cover on for about 9 months now, with absolutely no problems from ANY cops. I have been thru both county and state road checks and not one word (knock on wood). I got kinda lucky the last time when after the cop had shined his light on my cover, he suddenly became preoccupied after a guy almost rear-ended me. I carry a screw driver in the console, and actually have my tag on under the cover. That way if anyone says anything to me, I can say that I had been to a show or something and had forgotten to take the cover back off. All I gotta do is take two screws out and theres the tag.

First of all, all ta's formula's, and firebirds came with the front cover. Here in IL, you are required to have a front plate, had got about 4 tickets for not having one. I have never seen a NEW ta for sale with out one. Now used there may not be a cover because the previous owner may had his front plate on, and when sold the car may of never gave the new owner the cover
