GM finally decided to fix it
So after months of bitching and complaining GM finally decided to pay for me to get my sail panel fixed free of charge and now it looks freakin awesome. So my advice for everyone trying to get GM to fix it, is to call them and tell them that the glue that they put on from the factory is causing a reaction with the paint. It isn't a recall because they are trying to keep it a secret and they don't want to do the work that they screwed up to start with. You might not see the spots now but they will eventually show up trust me. I didn't want to believe that it was going to happen to my car because I always keep it completly spotless and garaged, but sure enough they started coming up. These bubbles are more likely to show up quicker on cars that are kept outside due to the sunlight heating up the black panel causing the initial reaction with the glue. My car has always been garaged but they were starting to show because we had a hot summer here and my car was outside alot while I was at work. Little did I know at the time . Good luck guys! PM me if you have any questions.

I think that means he didn't pay for it.

I'm having mine fixed over the winter but not by the dealer. A buddy who works at a paint shop is doing it. My car is a salvage so GM won't even talk to me about it. they ran my VIN and said "Nope, all labor and parts blocked". I'd actualy be afraid they would just do the same thing and within 2 more years it would bubble again. At least I'll know my buddy will do it right.
Good deal though. Way to hang in there. I'm glad you got GM to make it right.

They are going to fix mine for free...I went to them about a month ago and complained to them with paper work, Bulletin, forum threads saying people had theirs fixed. They said they's talk to a service rep and get back to me. SO i called one and talked to them and they said they'd get back to me as well. Well she called the other day and said they are going to fix it. I'm pretty happy about it. Can't wait.

Guys im having this problem also but with not a great looking outcome. I have a black 01 ws6 and the whole car is in great condition but the sail panels are starting to bubble. I took the bulletin to the SR and he gave me **** saying my car could of been painted inbetween and it looks like orange peel when really it has not. Everycar Gm makes has frigen orange peel COMEONE. How the hell do i Get around this and get it fixed. There has to be some higher up i can speak too. Has anyone in New Jersey or a close state gotten this done without paying? Please help me out!
