I can turn my fog lights on with the parking lights and not have my headlights pop up. I believe this is the normal operation. Try to do a search. I read a tread a couple of months back on this and if I remember correctly it was determined that there might be something wrong with your car's headlight system if the lights pop open with just the parking lights on. Unless it's different with lt1's.
