I usually power wash them,. after using a decent degreaser on them .. like diluted simple green or something .. nothing too caustic .. (I use meg's hyper wash for this at times)

then I will spray the well with whatever cheapo tire shine I have lying around .. no need to use the good stuff

Mine must be different then. Up front mine are plastic...i just use soap and water. The rears have (done by me) that black under-coating so again, soap and water works fine.

I could never get my wheel wells to look black, even when cleaned they were a nasty gray color. I pulled the plastic front ones out & hit them with some black spray paint. They look brand new now, clean very easily and have lasted over a year without chipping or peeling. I sprayed some new rubberized undercoating on the rear wells, also looks brand new.

Toilet brush with soap and water works well for me. I usually spray some Simple Green on first to cut the tough stuff.

As dirty as mine are, I think I need a wire brush and a 500 pound gorilla.
