Default painting rear rotor hubs

So I put some smoothie II's on my car, and they look awesome. The only problem is that the rear rotor hubs are much more visible now, and are rusty and ugly. I plan on taking the wheels off, taping off the disks and painting them. My question is, should I attempt to try and clean off the rust or just paint over it..it looks like the entire hub is made of rust, so I dont think scrubbing it would do any good...If I need to clean them, what should I use? Any input would be appreciated.

I used like 40 grit sand paper to start then worked my way up to like 200 I think. You can use a wire brush to loosen up alot of the rust. Or If you got a spare $180 buy the WS6 store rotor set. That is what I have on my car now. I had to respray the inside of the rotors when they started to rust. If I had to do it all over again I would of clearcoated the hubs before I put them on. I used duplicolor silver spray caliper paint and they look great.

Wire brush it, hit it with some rust converter, and paint. You really dont even have to mask off the rotor because it will all come off once you drive and apply the brakes
