Default Painting over chrome wheels?

I just bought a set of AR rebels and want to paint just the spokes black. I didnt want the black rebels because they dont come in a 17 or with a chrome lip. I know a guy on here had painted his. Just want to know the process of painting over chrome. I dont drive it everyday so wear really isnt that big of a deal.

i have always heard that you can't paint chrome. are you sure he didn't have his powdercoated?
