are there any bulbs out there that can actually melt a '98 camaro headlight housing?

lmao, some meguirs plastic x will take that right off

or just use sandpaper start with 5 grit and work your way up to 2000 lol

Higher Wattage bulbs.... maybe, depends on the wattage
(you have to worry about the wires too)

HID.... not likely

I wouldn't suggest putting HID in a halogen reflector housing. You'll usually get a bad beam pattern and glare.
