T-Top fiasco!
In the dispute, put EXACTLY what he told you, and the times and dates you called.
Then make sure you put in - seller Will not respond to my phone calls, nor will he provide a tracking number for the purchase.
File the claim and let Paypal handle it.
Don't call him and harrass him in any way. It's done - leave it be and let Paypal handle it.
Once you get your money, put negative feedback as "Seller misled & never shipped product". If he already has 7 negatives, Ebay should be on their way of suspending their account.
Whatever you do, don't wait another day. File the claim!
If it's a business - make sure you visit your local BBB webpage and report that business as a non responsive seller. That places his business on file for a possible fraudulant business, and may help later in the event that you have to take him to court.
Another time, I had a dispute for goods, and they offer no protection for you whatsoever. They tell you to hire a lawyer or go to small claims court. They offer no protection for your money.
Oh... and Filing for Mail Fraud is a total Joke too.
THere are SO MANY mail order fraud cases, that they send you a postcard saying "THanks, but there are so many cases, that we may or may not get to yours. Contact your local authorities or an attourney for further assistance".
I was a victim of this for parts off of ebay. Sent him a US money order, and nothing.
He literally threatened me in an e-mail, and I forwarded it all onto the US Postal Service Mail Fraud center. Nada. Nada to this date, and that was back in 2005.
I learned that from first hand experience.
People complain about Paypal and similar services, but if they offer protection...it's worth it.

sounds like you gonna get stuck with backup t-tops or you'll get refunded by pay pal, its a simple process
Sounds confusing but open your disputes and you'll see the option to end communication with seller and make it a paypal claim...
On a side note, do you still have the busted tops? I'd give you a few bucks to ship them to me. I've been wanting to play around with a set for an idea I had...
