I would think taking the bumper cover off would make it possible that you could break clips and not also not get it lined up perfectly again. Leaving it on the car and taping it off would seem safer to me.
And why clear over the red part again? I would just clear over the black that was already taped off. There is no need to blend the black in with the red, but if you reclear your bumper and dont blend it into the fenders and there the least little bit faded it will stick out bad! Kind of like with removing the bumper to paint it...sometimes less safer.

I agree with you on the "breaking clips" part as a shop broke one of my ground effects pieces a few years ago taking them off for paint, but the bumpers are pretty easy to get off apparently and its easier and thus probably for a shop to remove them and paint them in a booth, than it is to tape off the rest of the car just to paint them
Just like with working on a motor not everyone is COMFORTABLE with doing that, nor may have the appropriate area or tools to do so.

Sorry i wasnt clear with what i said. the body shop would but a clear coat over the new paint (black) and not touch my exsisting paint (red)
I told the body shop to jack the car up by the rear so that they did not have to take off the bumper, but they want it to look perfect so they are going to take the bumper off

I would say if you are going to pay a shop to do it, take the part off and bring it to them. It will cost you a lot less.
I wasn't 100% happy with the job I did. I found out the hard way that painting is all about the prepwork, which I wasn't the best at given my past experience (zilch). I plan to remove the bumper and bring it to a shop to have it done right.
You could paint it ten times yourself for the same price, and I'm sure that would out last the warranty. But if you got the money to spend, go for it by all means.
Car looks great.
I would rather spend the money knowing that it was getting done right
