You should wetsand will 1500 and then 2000, and maybe 2500 depending on how much time you want to put into them. And then polish them with a good plastic polish. Resanding and then clearing them won't do anything to fix them. You need to polish the plastic to make them clear again. And then every so often repolish them to keep up the finish
The water is 'filling' up all the scratches and is reflecting the light, so it looks like the lens is shiny again, but its only because the water is reflective to a point, but water dries and the effect is temporary.
You need a polish to fill all the scratches, and then to be most effective a sealant on top of the polish to protect it. If you wetsand with 1500 and then 2000, then use a powerball to apply the polish and sealant, it won't even take that long, and you will have great results.
