Is that an overlay? Couldnt you just cut out the guages and leave the factory black to fill in the rest?

Nope, can't do it because there is circuitry in those parts. I bought the same indiglo gauges off ebay for $50 for my 2000 Z28. I took them off a week later because I noticed some minor differences between '98 and '99+ gauges, such as slightly different tachometer mark spacing, and different placement of certain warning lights (i.e. oil change and highbeam). 1) Whole gauge area is lit, lights up the whole car at night, wayyyy too bright even on the darkest setting.
2) Whole gauge area is lit (again), you can see where all the trouble lights are when not lit, I don't like that.
3) Ricey colors, looks like you just came from Tokyo Racer Zero or something.
4) They are advertised to work for 97-2002 Camaros... except they are only a perfect fit for 97/98's. Minor differences include: 2000's and newer have a "Service Vehicle" light below the highbeam light (that is next to the 1 on the tach) this is a different light than the "Service Engine Soon" up near the odo. Well these gauges have no provision for the "Service Vehicle" light and the hi-beam light is in the wrong place then. There is also no "Oil Change" indicator light (as if you needed it, but still) and no "trunk ajar" light.
Just a couple things to think about. The saying: "You get what you pay for" was never as correct as they are here.
