Default do converters ever go bad? Update

I bought a completely stock (I thought) 1999 Firehawk except for filter and lid, 37K miles, converter seemed loose with no lock up, had the trans pulled to install a torque converter and it had a Yank 3500. Is it supposed to have a lock up? Never entered my mind that one of the two previous owners installed a high stall converter, makes me question if maybe there's a mild cam and springs package lurking in there also.
