Can the converter be locked up in all gears or just 3 and 4 (manually of course)?

I have a transgo stage 3 kit and i only have toyed with my car in 1st gear and reverse and i can't seem to lock the converter to get the car to stall. I was thinking my tc lockup isn't working but maybe i have hope if you guys say it won't lock in 1st gear...

 

you haft to use your foot brake or a transbrake to stall the converter,you can not stall the converter by locking it up

 

Okay i figured out my problem. My switch died out on me. cheap radio shack. also noted the car when shifted to first even if the converter is forced to lock will not lock.
