STR (Stall Torque Ratio) is the amount of torque the converter will multiply. In other words, a converter with a 2.0 STR (Factory is around 2.0) will multiply torque by a factor of 2.
There's a lot more to it than that though, in the real world it affects how tight or loose a converter feels. It also has to do with how hard it "hits" the rear wheels.

...at the point of max stall speed with the output shaft at zero RPM (before the car starts to move.) After the output shaft starts turning (when the car starts to move), the STR quickly starts dropping.
And yes, it'll work fine with that cam...not that that cam wouldn't benefit even more with a higher stalling converter...it would. But it will work well.
