Default TH400 build question

i am having to rebuild a TH400 i bought and found something strange to me.

this is a full manual reverse with trans brake.
i am having to rebuild it because the converter came apart while on the brake and pushed metal shavings through it.

on to the question..... is there any reason there should be 2 thrust washers stacked inside the forward clutch hub? the steels in the forward drum were also burned. could the double stacked washers have caused this? everything else looked great aside from the shavings i found every where.

This is the poor mans way of changing end clearance in the unit. If you put to thick of a washer on the pump you will run into forward clutch problems.
