you can control that through the computer to have it lock-up at any speed and its most likely possible to have it not lock-up. i had to have my lock-up adjusted to 60 mph, which is higher than most people have theirs lock-up. i had to do it because i kept having converter shudders from the lock-up clutch. the only down side of having it high is bad mileage and the trans runs a little hotter. i would email flt transmissions or performabuilt and ask them.

What I'm wanting to do is turn the lockup function off for when driving in the hills and the converter keeps locking and unlocking. Is there a way to insert a switch into the system to disable the lockup feature so I can run 4th unlocked, and then turn it back on when I'm on the highway?

If you interupt the circuit to the TCC solenoid then I believe you will set a code. If you program the TCC for a later Apply speed that will help you unless the Speed of the highway is below this. If you program the release of the Clutch to a different engine load then you could keep it applied hopefully in the range that your engine sees when going up or down the highway grades. Then with the clutch applied it will act just like a manual trans vehicle.
