Default Another 4L60E problem

I replaced the 3-2 solenoid and still get code PO785. It goes through 123 no 4 and will not down shift when you stop. I can pull it down in 2 but no 1 unless I turn the key off and start again. Also feels like high line pressure.
Is my next step to check the voltage at the solenoids, interior and exterior harness or what. The engine-tranny harness and pcm are new.
thanks for any advice.

does not sound so much like a 4l60e problem as and electrical issue , I would ues a meter and check for complete circuit from the pcm to 12v system , Of course you didnt mention the year so there could be and issue with the wrong 3-2 solenoid

Thanks for the reply, I'm not sure of the year but I had to use a flex plate spacer to bolt up the tranny to the 2000 5.3 I put in my jeep. I wish I had put a drain plug in. Can I use a test light or do I need to measure voltage. If its not too expensive I might just take it to a shop in Memphis if I can find someone who knows about these issues.

The tranny has 24207965 on the case and a tag #7TA1D7 Serial #9307 051810.
I'll have to remove the battery tray to get to the pcm, but I bought it and the harness from Schwanke engines.
