Hits Limiter on 2-3 shift

Hits Limiter on 2-3 shift I am trying to figure out this problem i am having with my transmission.o have dropped the WOT upshift MPH tables to 0 mph, I have dropped the WOT RPM shift point to 3800. And whenever I am under WOT going to 2-3, i either have to let off the throttle for it to shift into 3rd gear or it hits the limiter. My rev limiter is set to 6200.
Is this a mechanical issue, or could this be something with torque management. I am also running a 3800 fuddle that i will be ditching here shortly and putting in an FTI and a transgo HD-2 shift kit

I will check the transmission commands from the PCM. When I get back into town.
To check the 3-4 clutches, do you have to pull the entire transmission apart or could you inspect it with the valve body off? (i know stupid question) The shift kit is not in it yet.
I heard that modifying the stock pressure tables was bad, especially with the trans go shift kit.
