Your right! I even ran some numbers for you: These are in 3rd gear for the 1:1 ratio cause i didnt want to do the extra math just for kicks i did the 3.23 as well

3336rpm@70mph with 27.5" tire and 3.90 gear
3374rpm@70mph with 26" tire and 3.73 gear
2922rpm@70mph with 26" tire and 3.23 gear

5718@120w/27.5+3.90
5784@120w/26+3.73
5009@120w/26+3.23

2322@70w/27.5+3.90 in OD
2348@70w/26+3.73 in OD
2034@70w/26+3.23 in OD

this should clear up the end ratio numbers for you
