I have no idea what this can be. When moving the shifter out of park, there is no tension. The reverse lights come on when in reverse. The linkage appears to be working properly, and the fluid is at a proper level.
Anyone have any ideas what this might be?

The reverse light switch is operated right off the shifter stick.
Your cable or linkage has to be messed up somewhere. If not externally it may have a problem inside the transmission.

the reverse lights are activcated off of the shifter not the transmission atleast in the f bodies.trucks is different. try and manually move the shift selector on the transmision body with the cable disconnected, if it doesnt click in each gear something is not hooked up, most likely an issue with the manual rod, which controls gear position.
