Default No lock up in OD

I just had a performance rebuild done on my transmission and my stall convertor rebuilt as well. The car drives and shifts perfect until I get on the highway the my problem is that at cruising speeds OD never locks up. The new transmission and stall only have about 50 miles on them since rebuild. I messed with the shifter on the highway and it is shifting into OD but the RPM's are much higher than they should be .... My car has 2.73 gears and at 2,000 RPM's in OD it used to be driving at 80 now at 2,000 RPM's the car is only doing 60 and feels as if it isn't locked
What could be my problem here ?

I forgot to mention there is no check engine light and I checked for codes anyways and there are none which relate to the transmission .... I also thought my tune may have been lost but it is still in there .

Is it a lock up convertor? If so they changed your PCM programming or something is wrong inside the tranny. It should lock up in 3rd at part throttle and in 4th .

Engine DTCs can prevent a TCC lockup.

PCM programming is the same I already checked that because I own HPTuners and my tune is still programmed to the PCM as it was before. There is no check engine light on and there were no trouble codes popping up on HPTuners which relate to the transmission .... The converter was a lock up model but I had to have it rebuilt because of metal getting in there and damaging it and it was supposed to be built to the same specs as when I first bought it ....
What engine DTC's can prevent the TCC to lock up Jake ?

Just about any DTC will kill lockup. Fix the DTCs and then worry about the lockup.

Try commanding lockup with the scanner to see if its a mechanical issue or a tune issue.

Jake I have the same DTC's as before the transmission was taken out ....
1 that pops up occasionally because of no rear o2's and a few because of restraints which should have nothing to do with it and never caused problems before ....
slow67 How do you command lock up I have never done that ? I have HPTuners and know it can be done just I am unaware of how to command it ?

In the scanner, go to Displays > VCM Controls. Then click on the Trans tab.

Oh ok I believe I may have tried that the other night. What do I click in that tab to lock it up though ? TCC Solenoid ? There's a few different options in that tab .... Thanks

For a 4L60, turn on both the TCC PWM and the TCC Enable at the same time.

I tried that and still no lock up .... I am starting to think the problem isn't vcm related . The only codes I have remaining are restraint and brake pedal codes I'd have to scan again to see which exact ones, but I could not figure out where to disable them anyways ....

If you can't command it to lockup, its likely an internal trans issue.
