what was the original issue? if the trans had another problem before then i would bet there is an internal problem now. this is the same prob you had before the rebuild he may be right.

I have a similar problem with mine but is intermittent and i just keep manually shifting till it finally goes into gear. Someone told me it can be related to the shift selenoids. It could be pressure problem, blockage , bad sensor or even a bad set of clutches.

Check for codes, probably a bad solenoid for 3-4 or valve body issues.

Being that the "B" solenoid shuts off to make the 2-3 shift I can not see how this would cause a neutral condition. I would however look at an internal leak in the transmission like mentioned here. Does this condition happen in both the OD and D3 position? Also when the trans makes the 1-2 shift where is the shifter or are you manually shifting? Does your speedometer work?
