For a stock internal car...4000 is good for mid-high 1.5s..3600 is good for mid 1.6s. Of course this Is average, they get better and worse. there will be a .15-.2 et difference about.

as far as 3600 vs 4000
typically a 4k stall will be better ET in the 1/4 Mile
60' you probably wont notice a difference between the 2
personally I would get a Yank PY3600, and have dave build it as a 4000 stall...he built mine as a 4800
If you are getting a custom built converter, sure. But most buy a regular off the shelf converter. You have less chance blowing through a 3600 than a 4000 on a 150 hit.

I personally dont see the point of buying a generic off the shelf low level converter... why make your converter the weak link
if your are talking about a 3600 or 4k converter, you should go with a higher quality product that can handle the abuse you are going to throw at it...
if you are just ***** footing it around, then get an off the shelf, lower rpm converter to help with your around town gas mileage.
if you want to race it, go billet, go big, and beat on it.
and if you are going to hit it with nitrous.,.. you need to go billet anyways

this usually means you need to spend around $800 or more for a good converter...

Would a 3800 be a good in between stall size if you plan on eventually running a 100-150 shot?

My TCI SSF4000 netted me a 0.6 second reduction in my ET. Biggest waste of money ever!
