The car in question is equipped with a shift interlock solenoid. It will keep the shifter from releasing park if it is not de-energized. Based on the OP's description of the situation, I would now remove the console or shifter access panel and then try to understand what is not releasing the shifter. g

This is not an "electrical" problem as our cars DO NOT REQUIRE a battery to be pulled out of park. Yall are losing it. As a matter of fact, its doubtful that any car on the road needs a functioning battery to be put in neutral..... I mean for safety reasons and all.
The electrical switch that is on the brake pedal tells the computer to unlock the converter in auto cars and activates the brake lights. THAT'S IT.

op- i would most likely bet this device is your problem. after removing the console and looking at the shifter, you should be able to figure out how to remove the solenoid and override it. its pretty easy to figure out how it works.

I understand all that. Reread what I wrote, no battery needed, and the brake light switch is typically the only thing mounted to a brake pedal. It controls the brake lights and the computer for TC lockup. If any other solenoid exist then more explanation should be given about it specifically.

it would take awhile to explain so here is a link. most all cars forsure 95 and up would require a battery connection to activat the interlock solenoid

No, cars do NOT require a battery to be removed from park. NONE that I have ever worked on have, especially not during two engine swaps on my own f-body.

ok...
well i can tell you from experience that some vehicles do require the battery to be hooked up to shift the selector from park. i know this for a fact from when i turned wrenches for a living at a local gm dealership and i also know this for a fact when i bought a house 6 months ago and had to move my gto from my duplex to my house. there was no battery in my gto and i could not get it out of park. i put the battery in and wah lah, i was able to shift it from park.
you are some what right, some vehicles do not need a battery, but you are also some what wrong because some vehicles do need a battery. im done educating you now, if you dont believe me then fine dont believe me. ill still sleep tonight.
