P0758 code 2-3 shift solenoid B circuit fault

P0758 code 2-3 shift solenoid B circuit fault I just installed a new transmission wire harness, and am getting code P0758,
I have never used a multimeter before so not exactly sure what I shuold be doing but with the voltage setting at 200 when I go from the 12volt power wire (pink) to the 1-2 shift wire (light green) it reads 22, I tested a 9v battery and it also read 22?? But when I went from the pink wire to the 2-3 shift solenoid (yellow/black wire) it only reads 11.
Can anyone interpret what this might mean as the 2-3 shift is where my issue lies. No problems before changing the plug so I assume it has something to do with the harness but not sure what it could possibly be
UPDATE: My IGN 0 Fuse was blown.
