The 4L60E has a 3-2 (down)shift solenoid. Since that is easy to replace, I would start there. There is also a 3-2 control valve in the valve body with two springs; I haven't heard of problems there, but such a serious 3-2 flare is also uncommon. So, if the solenoid doesn't fix it, you might consider getting a rebuilt valve body. However, I'm not an expert; don't replace the valve body just because of my opinion. Hopefully just the solenoid.

There is both a 2-3 "shift" solenoid and a 3-2 "control" (down-shift) solenoid. Since the two shift and down-shift solenoids are only around $15 each, you might consider buying all three and installing them in one shot. Especially if you are overseas and don't want to buy things piecemeal. You can order them here:

There is a slight chance your trans uses the 35394A (Grey connector) for the 3-2 downshift, so you might want to order at that too; if not, it can be used as the TCC-PWM solenoid.
