Scan the engine for codes; not all codes turn on the MIL light. Any misfire or slippage codes with prevent converter lockup. Was the car tuned for a high stall converter? If not, that needs to be done.
And yes, a touchy brake light will cause this too.

We had one case where the brake light switch on the brake pedal was adjusted so tightly that bumps in the road would trigger it - both flashing the brake light and disengaging the converter lockup.
Sure rare, but just trying to cover all possibilities.
In the vast majority of cases, the PCM was not tuned, or not tuned correctly for a high stall converter.
