Default 4L60E wont shift into 2nd

Have a built 4L60 and have been running around on 5psi with my turbo setup. The tranny has kevlar band, billet servos, clutches, sun shell, trans go, and some other small stuff. I bumped the boost up to 10psi today and did some tuning. Then when I got a good tune through 3rd gear, I did a full run. Everything was fine.

Then I tried to do a full run again and it wouldnt shift out of first. So now after playing around with it a little, ive determined it wont shift into 2nd and its like there is basically no 2nd gear. 1st and 3rd are fine.

What could be the problem?

I took it to the guy that built it (at a chevy dealership) and we went for a ride and he thought it was the band but then when we came back to the dealership he looked at and smelled the tranny fluid and he said it looked good and that it probably isnt the band. He didnt have much time to look at it today but I may be taking it back there later or tomorrow.

Any ideas?

Also note it wont shift into 4th either. At 70mph its at 3000rpm!!

So I wonder if it is the B solenoid? But its not throwing any codes...
