Default 4l60 with lt1?

my friend has a 94 camaro with lt1 and 4l60. engine has some work done to it and it has a decent converter. 2-3 shift it hits rev limiter. he says trans shift points are controlled by mph. how is this fixed? keep lowering mph shift point oil it doesn't hit limiter? can it be controlled by rpm or manually shifted?
i don't know much about how it was tuned. or a lot about 4l60 trans. just trying to help him out.

I don't know anything about LT1 engines/PCMs, but with LS1 PCMs, WOT shifts don't occur until both the tuned MPH -AND- RPM are reached. IIRC, anything over 94% throttle is considered WOT.
Part throttle shifts are controlled only by MPH, but WOT shifts are controlled by both MPH and RPM.
