I don't think that both springs are designed to work together, but doubt that is your problem.
What year is the trans and what boost valve is installed?
IIRC, my idle with either the Transgo or Sonnax boost valve was in the 75 psi range, not definitely not as low as 60 psi even when fully warmed up.
Sure try adjusting the EPC solenoid to see if that gives you a work-around.
