Default Shifting out of 2nd issue

The trans only has 2000 miles on it since rebuild. I bought the car last fall and at WOT it wouldn't shift out of second without letting off, I thought a tune would fix it so I didn't worry about it. This winter I put a 3800 stall converter in it and now it won't shift out of second at all. Is this an electrical issue? The fluid is all nice and red. I talked to the previous owner and he said it was not shifting 2-3 at WOT before it went in for the rebuild and came back the same way. Weather is finally getting nice and really want to drive the car. Would the O2 sensors have anything to do with it? Put headers on it this winter and only have 2 sensors hooked up.

I would talk to the builder and a reputable tuner. Should be easy to figure out if its an internal issue or a tune issue.
