Default Bushing included with TCI 399753 Flexplate?

Maybe this is a stupid question, but what is this used for and should I be using it on my build, if so, how?

The car is a 2002 WS6 and will be using a Circle D converter and FLT 4L60E trans.

No you do not need to use it if you have a ls1. It is a Pilot crank adapter/ spacer.
