When I apply a voltage to the tcc apply solenoid it works. I can blow air through it when it's off, cannot blow air through it when it's on.

When I activate the tcc apply solenoid using tech2, it works but then stays locked even when I command it off with the tech2.

Is that by design? Doesnt make sense because if the tcc apply solenoid was stuck on then I would have permanent lockup.
