Default Brand new 4L60E will not shift

A friend of mine is building a nova he ordered a ls3 and a 4l60e from Chevrolet performance like 2 years ago, whell he just installed it and it will not shift out of first gear, I have no codes but I did notice that we don't have any input or output rpm , so I know that's the cause of the issue, what I can't figure is what's causing it.

You know the cause of the issue but can't figure out what's causing it?
That doesn't make much sense.

Make sure you have 12v at the trans plug, then make sure all valves move freely and make sure the servo moves freely. Anything sitting for 2 years is liable for moisture and sticking

well I know that not having input or output rpm is casing the transmission not to shift, but I can shift it with a snap on scanner, then I checked for voltage at the speed sensor on the tail housing and I have voltage when the car is in fist gear, I just don't know where to go from here

If you have no output from the VSS to the PCM . . . it won't shift. Why would it shift if it thinks it is sitting still??? It takes more than merely voltage at that speed sensor.

Exactly. Make sure the PCM reports a vehicle speed through the scanner.

I test at the vss for voltage and than I test at the TCM and I have voltage on both sides, also is not reading speed either no speed no input or output rpm
