Brand new 4L60E will not shift

Brand new 4L60E will not shift A friend of mine is building a nova he ordered a ls3 and a 4l60e from Chevrolet performance like 2 years ago, whell he just installed it and it will not shift out of first gear, I have no codes but I did notice that we don't have any input or output rpm , so I know that's the cause of the issue, what I can't figure is what's causing it.

That doesn't make much sense.
Make sure you have 12v at the trans plug, then make sure all valves move freely and make sure the servo moves freely. Anything sitting for 2 years is liable for moisture and sticking

If you have no output from the VSS to the PCM . . . it won't shift. Why would it shift if it thinks it is sitting still??? It takes more than merely voltage at that speed sensor.
