Default Circle D 4k Stall

I have a 2001 ws6. LS2, 799 heads, ls6 intake, ms4 cam, deka 60lbs injectors, 4l80e, Cirlce D Pro series billet back 4k stall, 1 7/8th's long tubes to a cutout and flowmaster(got it for free), its on a 28 inch tire and has a moser 12 bolt with 4.56's. car pulls hard but just does not feel like a mid 11 car like i feel like it should be. Im starting to wonder if the converter is the wrong choice. i know the stall size is atleast the recommend size being a 4k but using a dragy on the street which gives me my estimated quarter its only at like a 12.3 at 110. i feel like this car should be trapping in the 116-118 range.

Is the converter still slipping heavy beyond its stall rate?

i think when we did that math it was like a 14% slip. seems kinda high to me. but car goes to the dyno thursday suppose i can find some more out. hopefully not the converter. id hate to pull it back out. just had it refreshed and stalled.
