I am rebuilding a 4l60e for my truck and came across a hole that has been welded shut when I was air checking the input drum. Has anyone seen anything like this before? Should I be looking for a new input drum or is it fine?

Could you post a pic of the other side of the weld? Is the check ball capsule still in the drum? I don't understand why that was done, but if the check ball capsule is still there and working and the weld spot does not leak it should be okay to use. It was working, right? To be safe you can pick another drum up cheap on Ebay.
Please do not Weld in that area of the Drum!
...or anywhere on that Drum, Period.
Between the often very poor sealing of the Turbine-Shaft and Drum...
To the Fragility of that Drum alone...
Do NOT weld that Drum!
The Heat won't be enough to Anneal the Alloy... but some small movement/ warping could disturb the Turbine-Shaft mating to the Drum.
The alloy used for the Drum seems to have been fairly inconsistent over the years...
and I just do not trust it.
