So this is a good one. I was so frustrated I changed the trans with a completely different unit. I had the exact same delayed 2-3 shift. I was about ready to take it out again but then my inner mad scientist took over. I was getting the command to shift to 3rd on the scan tool so I assumed the problem had to be in the trans. But then I started to wonder if the ECM was actually making the shift cleanly at the quad driver. I made a harness to manually shift the trans and it shifts clean and firm in every gear. A guy named Clinebarger on a different forum mentioned checking the ecm with a scope, thats what gave me the idea to check the 2-3 solenoid electrical release. It cost me some money to rebuild the second trans, but I learned something. I'm also 100 percent sure I can put the first trans back together and have one sitting for the next job. FYI the hanging solenoid most likely caused the burnt 3-4 in the vehicle when it came in. Thank you everyone who helped. I hope this helps someone else as well.
