'94 Camaro trans problem

If a 4L60E has no power, it starts/stays in 3rd gear, although you also have Reverse.
You need to check if the harness is connected to the trans.
A small 2-wire harness connects to the rear of the trans for the speedometer.
From what I can read, a '94 Camaro is OBD1, but with an OBD2 connector. If the proper code reader does not connect, thats related to the PCM and its wiring, not the transmission.
Is your toggle switch factory or someone added? I suspect the latter; you will have to figure out what it does, if anything.
So far, this sounds like a bunch of wiring problems. Also unlikely a '94 4L60E would last 160K miles. Perhaps 2nd gear is shot and they popped the connector so it starts and stays in 3rd.

In order if was me I would first tackle codes and ALDL CONNECTOR, Then move on to power on pin E.
note the 94 and 95 cannot use the shorting to terminal together to trigger code flash like earlier years.
