'94 Camaro trans problem
I have a 94 camaro z28 convertible. I bought it about 2 weeks ago. Since I have owned it the transmission (4l60E) has been in limp mode, no speedometer, and no communication to the code reader. It has 160ish on the body new motor that runs great. I have 3rd 4th and reverse. There is also something that looks like a toggle switch right above where you stick the code reader on to. Won't shift into 2nd manually. No power to the transmission which is why its in limp mode. Any help would be great, This is my first sports bought it cheap with the plan to put some money into it but i dont want to guess what could be wrong and start throwing parts at it.
Well first thing is get power to the trans , Its a 12v to pin E it does not come from PCM , But you will need to get code reader working first off to even begin to solve issues so that should be first priority and since been messed with unless whomever did it can tell you that is going to be wiring diagrams and multimeter stuff .

First, I moved your thread to here in the Trans section.
If a 4L60E has no power, it starts/stays in 3rd gear, although you also have Reverse.
You need to check if the harness is connected to the trans.
A small 2-wire harness connects to the rear of the trans for the speedometer.
From what I can read, a '94 Camaro is OBD1, but with an OBD2 connector. If the proper code reader does not connect, thats related to the PCM and its wiring, not the transmission.
Is your toggle switch factory or someone added? I suspect the latter; you will have to figure out what it does, if anything.
So far, this sounds like a bunch of wiring problems. Also unlikely a '94 4L60E would last 160K miles. Perhaps 2nd gear is shot and they popped the connector so it starts and stays in 3rd.

In order if was me I would first tackle codes and ALDL CONNECTOR, Then move on to power on pin E.
note the 94 and 95 cannot use the shorting to terminal together to trigger code flash like earlier years.
