Default Questions regarding converters

I have a 98 T/A with the LS1 and a 4.10 Strange S60 that we just installed a used 4L60 in, This is supposed to be a fresh performance build with less than a thousand miles on it. Owner pulled it when he blew the engine and is rebuilding a higher HP level. Fluid looked and smelled good. Also installed a used low mile 3500 stall converter.
My main question is, is this like the engine and the car should now be tuned for the new trans and converter?
Idling now the car idles quite a bit lower and there seems to be a steady vibration now when running to any rpm.
Also when driving it seems to shift very slow and softly into gear. Really noticeable when getting on it, it hits 5k+ very quickly and even when just holding that rpm range it takes a little to hit next gear.

A torque converter with a higher stall than stock will make the low RPMs feel soft but should firm up as the RPM increases. Most tuning need for higher stall converters is to disable misfire codes and fine tune shift points.

Is the vibration only there when the car is moving, or will it also vibrate when increasing the RPMs while in park/neutral? Make sure that the exhaust, torque arm or any other part that can move is not on the floor of the car.

Is this converter replacing a stock converter?

it is replacing the factory stock converter.
the vibration is there even in park at all rpms, it’s not a feeling of something vibrating against the car but more of a small feeling of vibration through the wheel.

The balancing weight could have gotten knocked off the converter.

Balancing weight on the converter?? Elaborate on that. The circle D converter I sold my bro and my new FTI converter didn't have a "balancing weight" neither did any of the stock converters
