1996 4l60e No 4th or O/D?

1996 4l60e No 4th or O/D? Hi all. I've been beating my head up against a wall looking at wiring, googling differences between years, etc. This thread is my last ditch effort before I just replace the transmission.
1996 impala with a gen 3 6.0 and the factory 96 4l60e. Now, I've learned 96 is practically the same transmission as the LS years aside from the bell housing. It uses the same 13 pin green plug. ECU is set up for 4l60 and the TCC wire is hooked up to the factory brake switch correctly. I have HPtuners and there's no codes. I've also commanded O/D through Hptuners while driving and it seems to lock up in 3rd but no 4th or O/D itself? That might not make sense but that's just how it seems. RPMs at 45-50 are pushing 2k. I know 55mph is typically where O/D kicks in but it hits nearly 3k rpms by the time you get to 60mph with no shifting.
There shouldn't be a need to swap any pins at the ECM or Harness plug right?

Nope a 96 would be plug n play to later pcm up to 2006
