Default 700r4 third gen ?

when sifting into overdrive idle is to high like when its in drive. What could it be? torqconverter,vacumm leak,etc.

I think the overdrive is out on the car because when shifted the rpms r still high like if the car is in drive. The car has been sitting for a week till the new motor gets here. But drove the car and now it will go to 4th gear. Maybe a bad or burnt band? This is my bros 91 TPI Z28.Thanks guys.

Still need more clarification. Forget about drive vs overdrive. Does it shift into 4th gear? And if so, will the converter lock in 4th gear?
