A transmission Brake basically engages reverse and low gear simultaneously. This allows the engine RPM's to be brought up to the power band at the line without energy being sent into the driveshaft and rear axle... all of the energy is loaded into the geartrain of the transmission and not the rear wheels until the brake is released.

No it locks the tranny still....it build tremendous amounts of heat in the converter and fluid if held on for very long. And it shocks the drivetrain pretty hard when let off. But many drag cars use them to bring the rpms up onto the true stall of the converter.
