I have come across this also. Sometimes builders will enlarge the feeds to the solenoids I have noted this in a few built units. Im not really sure why they do it but I have seen plates in units I have torn down the problem with this is that the 2-3 solenoid may not be able to vent fast enough to allow the valve to stroke and cause the 2-3 shift particulary at high line such as WOT. I have seen this with 4l60e and 4l80e trans and have actually experinced this with a 4l80e trans several years ago. It was built at another shop it was not high performance but a shift kit had been installed it would not shift from 2-3 at WOT chased that one around for days till I was looking the the plate and happen to notice they were larger than ussual so compared to another plate and they were at least twice as big as factory. Replaced the plate. Problem solved. Just and idea because its simple if the comand is being givin the solenoid is good and the clutches are not slipping then that only leaves some issue with the valve body or plate as to why it dosent make the shift.
