Default 94 TA tranny problems

My brother has a 94 TA and the transmission has started acting up. I'm pretty sure it's the 4L60-E, and here are the symptoms.

The car will start fine in park or neutral. And it won't start in gear obviously. The problem is with the car started, (still in park) if you give the car gas, it will go forward. It's almost like it's stuck in drive. IF you shift into Reverse or Neutral and give it gas, it will still go forward.

The car's SES light isn't on either. I pulled apart the console, and everything was fine on the shifter, and everything moved the way it should. Do you guys have any idea what the problem is, and if so, how to fix it?

I would first drop the pan and inspect the manual linkage both inside and outside the trans,

Sounds like the forward clutch has welded itself together. Sounds like your brother is in need of a transmission. Does park work properly? Meaning that it does not roll down an incline for instance. If so then you do not have a linkage issue.
