If it feels like a brake, then it's probably reverse. Have you tried to stall it up just to see? Point is, go with your instincts on this one.
There is a possibility that a cross leak that is allowing pressure to bring the Reverse Input Clutches on. I can't put my hands on my Hydramatic book... John has it corn holed somewhere... so I cannot verify that statement.
But if all of the other ranges / functions operate normally then that is where I would focus my intital efforts at finding it when it comes out.

The GM rebuild kit comes with two different valve body gaskets. An early style ('93 to 2000) and late style (2001 and up). I know I installed the late model valve body gaskets on that 2000 model year transmission and that was incorrect, I should have used the early style gasket set. I suspect that could have caused the cross bleed issues I was having causing the binding.
It would kind of make sense since when I was trying to get that particular unit to work, I had the trans in and out of the car 4 times. I tried a different valve body, different separator plate, different pump assembly etc. I know that each time I installed the wrong "late style" valve body gaskets every time. So that was the common link between everything I had tried to swap out to fix it.
I don't know if that was 100% of the problem I was having but it is something I know that I didn't do correctly. Now, I pay very close attention to which style gaskets I'm pulling off duing the teardown to be sure I put the same style back in.
