Ok its simple enough, Get a 12V led from radio shack , You will need a length of wire, A splicer the type that does not cut the wire..
Under the car at the trans harness find the TAN wire with a BLACK stripe, splice into it with your splicer to your length of wire.run that to the negative side of the led and then a length from the pos side of the led to 12v fuse box. Make sure wire is clear of headers/exhaust, Drive car till at operating temperature , If lockup is comanded then the led will come on , If not it wont, Now honestly if you had a real garage around it would be easier for them to make the determination with a scanner that can read data first . But barring that being available this test will absolutley confirm wether lockup is or is not being commanded by the PCM and tell you where to look.
Important must be and LED not a light bulb. And incandesent buld will draw to much current and cause a solenoid electrical code fault .

Thanks alot, i will try it as soon as i get a chance. There are some shops around here with good scanners, but they are all really expensive to scan, i just didnt want to pay 100 to scan my car.

i forked out the 230$ or so $$ for a good transmission tune, lock up for me is at 42mph, thanks to Ratchthed. it a comforting feeling at the end of the day. plus the tranny cooler helps out. after ragging the hell out of it for about 5 minutes straight at XXX speeds, my tranny temp reads out 170 degrees.

Sounds like you got it fixed, it is amazing how much a tune can help, or hurt.

Sorry to hi-jack but i just wanted to add to this. Alright my car locks up fine on the road but when I try to dyno the car it doesn't lock up. Why doesn't it lock up on the dyno. Can it be fixed? Becuz my tranny doesn't lock up on the dyno could that affect my tune at the track on when I roll racing?

A turbo 400 is non lock up from the factory. There is a way to use a "Switch Pitch" style transmission and a special torque converter to achieve this, but they are rare and expensive, it would never pay for the gas you would save unless you drove like 1,000,000 miles.
THe only way to get good gas milage and have a tranny to hold 1000HP is the 4L80E. It is basically a TH40 with lock up and overdrive.
