Default aeration in trans fluid

The trans fluid in my 4L60e is foamed. What problem does this indicate?

Low fluild level will cause that. I would let car set for a couple hours but while still warm start and check fluid level and make sure full .
Also Overfull condition will cause that when the standing fluild gets pulled up into the rotaing assemblies they act like a blender

It was a little low. It seems to have a hard time locking up and staying locked up now.

It could be air getting by the pickup tube on the filter at the seal in the case, or a crack in the neck of the filter, rare but it happens.

Well, hillbillies r us replaced the engine and said they needed to take the trans out to make sure it was ok. So I wouldn't doubt that they didn't replace whatever fluid spilled out in that process and probably did a crappy job of installing it again.
